SINGAPORE, 18 January 2010 – NEC Asia, a leading IT solutions and services provider that specializes in systems integration and consultancy services, and a wholly owned subsidiary of NEC Corporation (HQ: Japan), has successfully implemented its fingerprint biometric identification solutions at the new Employment Pass Services Centre (“EPSC”) under the Singapore Ministry of Manpower (“MOM”).
Officially opened on 12 January 2010, the EPSC is a centre dedicated to foreign expatriates to register and apply for new long term pass (“LTP”) cards for the following groups of long term pass holders with effect from 1 July 2009:
a) Employment Pass holders
b) EntrePass holders
c) Personalised Employment Pass holders
d) Training Employment Pass holders
e) Work Holiday Pass holders
f) Dependant Pass and Long Term Visit Pass holders
NEC’s fingerprint biometric identification solutions were deployed at the new EPSC in accordance to the Singapore Government’s plans announced in July 2008, to capture fingerprint biometrics and photo-images of all foreigners residing in Singapore on a long term basis. The new LTP cards, with secure biometric features, will be issued to Employment Pass and other pass holders. Existing Pass holders (those listed above under “a” to “f”) will be issued with new long term pass cards when their passes are renewed.
With more than 30 years of experience in developing the most efficient and accurate fingerprint identification technology, NEC’s fingerprint identification technology is empowered by a unique matching algorithm which provides the lowest false accept and false reject rates - with the fastest 1:n database searches for identification.
Besides the fingerprint biometric identification solutions, NEC Asia also implemented the Automated Arrival System (AAS), incorporating self check-in kiosks and LCD display panel to provide personalized services to applicants more efficiently. With the new e-appointment system in place to better manage the traffic at the centre, the EPSC is expected to serve some 700 to 800 registrants per day.
In addition to the systems, NEC Asia provided total Business Processing Outsourcing (BPO) Services to MOM by setting-up, maintaining and managing the EPSC for the registration of employment pass holders and their dependants.
NEC Asia’s CEO, Mr Kiyofumi Kusaka says, “NEC is elated to be selected by MOM to lend its world-class fingerprint biometrics solutions to the EPSC. We are confident that MOM is able to manage the influx of foreign talent more efficiently and effectively with this new fingerprint biometrics system as Singapore continues to attract more foreign talent in the near future.”
